المؤسسات الصغيرة والمتوسطة كفاعل لدعم التنمية المحلية (دراسة حالة المؤسسات الصغيرة والمتوسطة لولاية جيجل).

الملخص
تلعب المؤسسات الصغيرة والمتوسطة دورا هاما في تحقيق أهداف التنمية المحلية، نظرا لاكتسابها لمزايا تمكنها من التوسع وتطوير أنشطتها الاقتصادية، وهو ما جعلها ضمـن أولويات الدول المتقدمـة والنامية على حـد سواء. وكغيرهـا من الدول سعــت الجزائر إلى تطويـر وترقيـة هذا النوع من المؤسسات من خـلال إصـدار العديـد من النصوص التشريعية والتنظيمية الرامية لتشجيع إنشاء هذه المؤسسات، إضافة إلى وضع برامج خاصة بها وتخصيص هيئات دعم لأجل تنميتها وتطويرها. ولاختبار مدى مساهمة هذه المؤسسات في تحقيق التنمية المحلية بالجزائر، تضمن هذا الموضوع دراسة حالة على مستوى ولاية جيجل، حيث تم إبراز واقع المؤسسات الصغيرة والمتوسطة ومدى مساهمتها في تفعيل حركة التنمية المحلية بالولاية، و توصلنا من خلال دراستنا هذه لأهم النتائج، و التي يمكن إيجازها كالآتي: - سيطرة قطاعي النشاط لكل من التجارة و قطاع البناء و الأشغال العمومية بنسبة قدرت بـ 42,71% من إجمالي المؤسسات الصغيرة و المتوسطة الموجودة في قطاعات النشاط الأخرى؛ - مساهمة المؤسسات الصغيرة و المتوسطة المتواجدة على مستوى ولاية جيجل في توفير عدد معتبر من مناصب الشغل و التي قدرت بـ 40742 منصب من مجموع 7293 مؤسسة، بمعدل تقريبي يمثل 06 عمال لكي مؤسسة. Small and medium enterprises play an important role in achieving local development goals, as they gain advantages that enable them to expand and develop their economic activities, which has made them among the priorities of developed and developing countries alike. Like other countries, Algeria sought to develop and promote this type of enterprises by issuing many legislative and regulatory texts aimed at encouraging its establishment, in addition to creating a special programs to assist them and allocating support bodies for their development. To test the extent to which these enterprises contribute to achieving local development in Algeria, this topic included a case study at the level of the Wilaya of Jijel, where the reality of small and medium enterprises and the extent of their contribution to activating the local development movement in the Wilaya, and Through our study, we reached the most important results, which can be summarized as follows: - The dominance of the activity sectors of trade and the construction and public works sector at a rate estimated at 42.71% of the total small and medium enterprises present in the other activity sectors. - The contribution of small and medium enterprises located in the state of Jijel in providing a significant number of job positions, which was estimated at 40,742 positions out of a total of 7,293 establishments, with an approximate average of 06 workers per establishment
