الملخص
الملخص: أتت فكرة بحث المصروفات الاقتصادية في سلطنة عمان وبالتحديد في الخطة الخمسية التاسعة 2016-2020م من خلال ما تمخض عن هذه الخطة بموازناتها الخمسة من تعاظم حجم النفقات العامة ووصولها إلى أعلى مستوياته في تاريخ موازنات سلطنة عمان، وكان ذلك في عام 2018م حيث وصل حجم الإنفاق العام الإجمالي الفعلي إلى (13588.2) مليون ريال عماني، وهذا الأمر بلا شك قد أدى بدوره إلى تزايد حجم الدين العام. من هنا أتت فكرة البحث، حيث قام الباحث بتقسيم البحث إلى ثلاثة مباحث، تناول في المبحث الأول: ماهية المصروفات العامة، وفي المبحث الثاني: الأسباب الاقتصادية لزيادة المصروفات العامة في الخطة الخمسية التاسعة 2016 – 2020م، وفي المبحث الثالث: الآثار الاقتصادية المترتبة على زيادة المصروفات العامة، وأخيراً تناول الباحث النتائج والتوصيات. Abstract: The idea of examining economic expenditures in the Sultanate of Oman, specifically in the Ninth Five-Year Plan 2016-2020, came about through what emerged from this plan and its five budgets in terms of the growing volume of public expenditures and its reaching its highest levels in the history of the Sultanate of Oman’s budgets, and that was in the year 2018, when the volume of public spending reached the actual total reached (13588.2) million Omani riyals, and this matter undoubtedly led to an increase in the size of public debt. From here came the idea of the research, as the researcher divided the research into three sections. In the first section, he dealt with the nature of public expenditures, and in the second section. : The economic reasons for increasing public expenditures in the ninth five-year plan 2016-2020, and in the third section: The economic effects resulting from the increase in public expenditures, and finally the researcher discussed the results and recommendations.
