Participation Of Civil Society In Combating New Crimes

Abstract
Emerging crimes, previously known offenses that have adapted to modern times, have evolved due to scientific, technological, political, and economic advancements, as well as changes in international relations. These factors have contributed to their rapid spread and development, making it increasingly challenging for law enforcement agencies to investigate and combat them effectively. This has necessitated the search for additional means to address these crimes, including the involvement of civil society. Crime is a social phenomenon that can only grow and thrive within a community, so civil society plays an essential role in combating and preventing it by strengthening its capacities and encouraging whistleblowing. الجرائم المستحدثة جرائم موجودة منذ القدم اتخذت شكل الحداثة نتيجة لتأثرها بالتطور الحاصل في المجال العلمي والتكنولوجي والسياسي والاقتصادي، وبتطور العلاقات الدولية، فاستثمرت هذه المقومات لصالحها، فعرفت بذلك انتشارا وتطورا سريعا، الأمر الذي زاد من صعوبة البحث والتحري فيها من قبل الجهات الأمنية التي أصبحت وحدها غير قادرة على مكافحتها، مما استدعى البحث عن وسائل إضافية تساهم في هذه العملية من بينها إشراك المجتمع المدني في ذلك باعتبار أن الجريمة ظاهرة اجتماعية لا يمكن أن تنمو أو تتطور إلا في إطار مجتمع ما، لذلك أصبح للمجتمع المدني دور فعال في مكافحتها والوقاية منها بتفعيل دوره في هذا المجال عن طريق توطيد مقوماته وتشجيع التبليغ عنها.
