النصوص التنظيمية للمكتبات الجامعية في الجزائر

الملخص
تهدف هذه الدراسة الى الكشف عن واقع المكتبات الجامعية الجزائرية في ضوء النصوص التنظيمية الصادرة في الجريدة الرسمية للجمهورية الجزائرية لكونها تعد القاعدة والمرجع الأولي في إدارة وتسيير المكتبات الجامعية بصفة خاصة. اعتمدنا على المنهج الوصفي التحليل في عرض وقراءة النصوص التنظيمية (مراسيم تنفيذية قرارات) لتخلص الدراسة الى أن المشرع الجزائري عالج ما يخص ادارة وتسيير المكتبات الجامعية الجزائرية مع البعد عن الدقة والتفصيل في هياكلها ومصالحها ومهامها الى تعامل معها كأنها احدى المصالح الإدارية المتممة والمسيرة لنظام الجامعة فقط، فاقترحت الدراسة ضرورة استقلالية المكتبات الجامعية قانونيا فيما يخص إصدار نصوص تنظيمية تسيرها وتنظمها بمعزل عن المؤسسة الأم التابعة لها. This study aims to reveal the reality of Algerian university libraries in the light of the regulatory texts issued in the Official Gazette of the Algerian Republic in the period from, as they are the rule and the first reference in their management of university libraries. We relied on the descriptive analytical approach in presenting and reading regulatory texts (executive decrees decisions) to conclude that the Algerian legislator dealt with what concerns the management of Algerian university libraries with the distance from accuracy and detail in their structures, interests and tasks to deal with them as if they were one of the complementary and marching administrative interests of the university system only, so the study suggested the need for the independence of university libraries legally with regard to the issuance of regulatory texts that run and organize them separately from the parent institution affiliated with them..
