الملخص
يعد الدستور قمة البناء القانوني في الدولة، ويمثل وجوده عنصر من عناصرها القانونية، فهو الأساس الذي ترتكز عليه كل الأنشطة والتصرفات القانونية داخل الدول، فإن ترسيخ مبدأ سمو وسيادة القواعد الدستورية وتفوقها على القواعد القانونية التشريعية والتنظيمية داخل البناء القانوني للدولة يستوجب وضع آليات ووسائل قانونية تكفل احترام كافة السلطات العامة في جميع أعمالها وتصرفاتها لأحكام الدستور، وأهم هذه الآليات الرقابة على دستورية القوانين. The constitution is the pinnacle of the legal structure in the state, and its existence represents one of its legal elements. It is the foundation upon which all legal activities and actions within states are based. Consolidating the principle of the supremacy and sovereignty of constitutional rules and their superiority over the legislative and regulatory legal rules within the legal structure of the state requires the establishment of legal mechanisms and means to ensure All public authorities, in all their actions and actions, respect the provisions of the Constitution, and the most important of these mechanisms is to monitor the constitutionality of laws
