الملخص
الملخص: يعد الحصول على العقار الصناعي ، عاملا حاسما بالنسبة للتوسع السريع لاقتصادنا لتشجيع و تسهيل إرادة الأعمال والاستثمار. من المعروف أن المؤسسة الجزائرية تعاني من صعوبات جمةّ في هذا المجال و لم تنجز العديد من المشاريع المنتجة و الموفرة لمناصب العمل بسبب مثل تلك الصعوبات ، رفع القيود على توفر العقار الصناعي، يمنح القطاع الخاص إمكانية إنشاء و تهيئة و تسيير حضائر صناعية تعمل على ترقية الاستثمارات الصناعية، وأهم هذه الإجراءات هو تشريع القانون 11-11 المؤرخ في 18 يوليو 2011 والمتضمن قانون المالية التكميلي لسنة 2011 وعليه فإن هذه الورقة البحثية تهدف إبراز أهم التسهيلات التي شهدها هذا القطاع و كذا إلى تقييم أداء لجنة المساعدة على تحديد الموقع وضبط العقار وترقية الاستثمار (CALPIREF) التي تملك بنك معلومات مكون من مجموعة معطيات على المستوى المحلي. le résumé: Industrial property is among the pivot elements for the development of our economy as well as the fostering of business and investment. As a matter of fact, the Algerian society, as everybody know, suffers considerably from that field, and hence, did not manage to promote any further productive projects for recruitments. Due to such problems, it was, rather, suggested that the boosting of industrial property would, to some extent, supply private sectors with the ability of building and managing the industrial estates for the purpose of enhancing the industrial investments. Among the paramount things of the procedures was the inclusion of the law of the11th of July, 2011, and which incorporates the complementation of the finance law for 2011. In this regard, the present research aims at accounting for the main areas of accessibility that the sector has undergone so far, as well as evaluating the performance of the assistance committee in identifying the website which stores the data bank comprising database at the local level (CALPIREF), in addition to adjusting the property and spurring investment.
