واقع الصيرفة الإسلامية في الجزائر على ضوء النظام رقم 2020-02

الملخص
لقد حاولنا من خلال هذه الورقة البحثية، التعريف النظري للصيرفة الإسلامية ومنتجاتها وشروط ممارستها. وبعد الإلمام بالجوانب النظرية للصيرفة الإسلامية، حاولنا في الشق الثاني لهذه الورقة إعطاء صورة عن واقع اعتماد الصيرفة الإسلامية في الجزائر والتي يحكمها نظام بنك الجزائر رقم 2020-02. وقد توصلت الدراسة إلى أن إدراج الصيرفة الإسلامية في الاطار القانوني والتشريعي للدولة الجزائرية رغم تأخر إصداره، إلا أنه شجع على تعميم اعتماد الصيرفة الإسلامية داخل البنوك في الجزائر، من خلال السماح للبنوك التقليدية بفتح شبابيك تقدم خدمات الصيرفة الإسلامية. Abstract We have tried, through this research paper, to define the theoretical definition of Islamic banking, its products and conditions for its practice. After familiarizing with the theoretical aspect of it, we tried to give a picture of the reality of the adoption of Islamic banking in Algeria, which is governed by the bank of Algeria regulation No. 02-2020. The study concluded that the inclusion of Islamic banking in the legislative framework of the delay in its issuance. However, he encouraged the generalization of the adoption of Islamic banking within banks, by allowing traditional banks to open windows Islamic. Résumé A travers ce document de recherche, nous avons essayé de donner une définition théorique à la bancaire islamique, ses produits, et les conditions pour la pratiquer. Après avoir déterminé le cadre théorique, nous avons tenté de présenter une image réelle sur son adoption en Algérie, qu’est régie par le Règlement de la banque d’Algérie n° 02-2020. L'étude a révélé que l'inclusion de la banque islamique dans le cadre législatif de l'État algérien, malgré son retard, a encouragé l'adoption de la banque islamique au sein des banques en Algérie, en ouvrant des guichets qui fournissent des services bancaires islamiques.
