الملخص
ملخص: إنَّ ظاهرة التدخل الإنسانيّ ليست جديدة في العلاقات الدوليّة، لكنها أصبحت بارزة بصورة رئيسة في عالم ما بعد الحرب الباردة، فقد عملت التحولات التي شهدها النظام الدوليّ أثر انهيار منظومة الدول الاشتراكية، وتفكك الاتحاد السوفيتيّ، وانتشار الصراعات الداخلية في كثيرٍ من الدول، على إبراز شكل جديد من التدخل، يتم تحت مسوّغ الدفاع عن حقوق الإنسان، وحماية الأقليات، وتقديم المساعدات الإنسانيّة، ولاسيما أنَّ منظومة الدول الرأسمالية بقيادة الولايات المتحدة الأمريكية تعمل على نشر القيم الليبرالية وحمايتها، بوصفها أكثر القيم قدرة ًعلى صون مصالحها الوطنية وتحقيقها في عهد ما بعد الحرب الباردة؛ لذلك ازدادت حالات التدخل الدوليّ تحت ما سُمِّيَ (التدخل الإنسانيّ) كلمات دالة :التدخل الإنسانيّ, الواقع الدولي,حقوق الانسان,الأمم المتحدة. Summary: The phenomenon of humanitarian intervention is not new in international relations, but it has become prominent mainly in the post-Cold War world. The transformations that the international system has witnessed have influenced the collapse of the system of socialist states, the disintegration of the Soviet Union, and the spread of internal conflicts in many countries, to highlight the form A new intervention, which is carried out under the justification of defending human rights, protecting minorities, and providing humanitarian aid, especially since the system of capitalist countries led by the United States of America is working to spread and protect liberal values, as they are the values most capable of preserving their national interests and achieving them in the post-Cold War era ; Therefore, cases of international intervention increased under the so-called (humanitarian intervention ( Key words: Humanitarian intervention, international reality, human rights, United Nations
