التجاذب في قضية تجنيد المتطوعين بين سلطة الباب العالي ودايات الجزائر (1711- 1830م)

الملخص
الملخص: تتناول هذه الدراسة قضية جوهرية تتعلق بعملية تجنيد المتطوعين من أقاليم الدولة العثمانية لصالح إيالة الجزائر، وهو موضوع مُهم يعكس مدى إرتباط إيالة الجزائر بالدولة العثمانية، ومن جهة أخرى فقد شَّكلت هذه الأخيرة أهم عامل خارجي تَّحكم في عملية تجنيد المتطوعين، بإعتبار أن السلطان العثماني هو الوحيد الذي يحق له السماح بعملية التجنيد من عدمها، لكن عند بداية القرن الثامن عشر ميلادي وبالتحديد سنة 1711م تغيرت ملامح العلاقات التي تربط إيالة الجزائر تجاه الباب العالي في مختلف المجالات السياسية والعسكرية، وهذا من خلال الإستقلال النسيبي الذي أصبح يعيشه حكام الإيالة من الدايات في تسيير الحكم وربط العلاقات الخارجية مع الدول الأوروبية دون الرجوع إلى سلطة الباب العالي، فقامت على إثره هذه الاخيرة إلى إستعمال ورقة التجنيد، وهذا لعدة اعتبارات تصب مُجملها في خانة إحكام السيطرة على حكام إيالة الجزائر، وبالتالي إخضاعهم إلى سلطتها مرة أخرى. ABSTRACT : This study deals with a fundamental issue related to the process of recruiting volunteers from the regions of the Ottoman Empire for the benefit of the Algerian Eyalet, which is an important topic that reflects the extent of the Algiers Eyalet link with the Ottoman Empire, and on the other hand, the latter constituted the most important external factor controlling the recruitment of volunteers, considering that the Ottoman Sultan is the only one who is entitled to allow the recruitment process or not, but at the beginning of the eighteenth century AD, specifically in 1711 AD, the features of the relations between the Eyalet of Algeria towards the Sublime Porte changed In various political and military fields, and this is through the relative independence experienced by the rulers of the Eyalet from The Deys in the conduct of government and linking foreign relations with European countries without reference to the authority of the Sublime Porte, as a result of which the latter used the recruitment card, and this is for several considerations that pour their entirety into the field of tightening control over the rulers of the Eyalet of Algeria, and thus subjecting them to its authority again.
