الاقتصاد الأخضر كتوجه استراتيجي لدعم التحول الاقتصادي والإيكولوجي في الجزائر

الملخص
ظهر مفهوم الاقتصاد الأخضر كاستجابة لجملة من التحديات التي فرضتها الوضعية الاقتصادية والبيئية على الصعيد الدولي والوطني، ونظرا لما يشهده الاقتصاد الجزائري من تحولات عميقة تستهدف إحداث النقلة التنموية المنشودة، تسعى الجزائر لاستغلال كل الفرص المتاحة من خلال تبني توجه الاقتصاد الأخضر. وبناءا على هذا تهدف هذه الدراسة لمحاولة قراءة طبيعة ومحددات هذا التحول، إذ توصلت إلى أن الجزائر في ضوء مجموعة من المؤشرات الدولية الخاصة بالموضوع لا تزال بعيدة عن مستوى التقدم المستهدف، وهذا نتيجة العديد من الاختلالات والتحديات الهيكلية والتنظيمية التي يعاني منها الاقتصاد وهياكله، وعليه توصي الدراسة بضرورة إعادة تصحيح مسار التحول من خلال توجيه الجهود نحو مجموعة من الأولويات ترتبط أساسا بتهيئة مناخ استثماري خصب لقيام قطاع خاص قوي خاصة في النشاطات الخضراء، وكذا تفعيل آليات وأدوات رقابية وتنظيمية ومالية قوية، بناءا على أسس ومنطلقات نظام الحكم الراشد على مختلف المستويات. The concept of green economy emerged as a response to a number of challenges posed by the economic and environmental situation at the international and national levels. In view of the profound transformations that the Algerian economy is witnessing, aimed at bringing about the desired developmental shift. Algeria seeks to take advantage of all available opportunities by adopting the green economy orientation. Based on this, this study aims to try to read the nature and determinants of this transformation.It concluded that Algeria, in the light of a set of international indicators related to the subject, is still far from the target level of progress This is the result of many structural and organizational imbalances and challenges that the economy and its structures suffer from. Accordingly, the study recommends the need to re-correct the path of transformation by directing efforts towards a set of priorities It is mainly related to creating a fertile investment climate for the establishment of a strong private sector, especially in green activities As well as activating strong oversight, regulatory and financial mechanisms and tools based on the foundations and principles of the good governance system at various levels.
