الجزائر وتسوية أزمة الفرقاء في مالي – الدور والتحديات

الملخص
ملخص: نظرا للمعضلات الأمنية وعدم الاستقرار الذي تشهده البيئة الدولية، سنحاول من خلال هذا العمل التطرق إلى تفسير الدور الجزائري في معالجة وتسوية الأزمات في الدول المجاورة، ودولة مالي تحديدا، بعد ما شهدته من تأزم وهشاشة مجتمعية وتضارب للمصالح الداخلية والإقليمية والدولية. هذه البيئة المعقدة فرضت على الجزائر، أن تلعب دورها لمجابهة التحديات المعقدة والمتزايدة، والتي لها تأثير مباشر على استقرارها وأمنها القومي، لا سيما تلك القادمة من دولة مالي، بعد خروج الأوضاع عن السيطرة في سنة 2012، الشيء الذي فرض على الجزائر أن تلعب دورها في تسوية الأزمة، لتتفادى آثارها السلبية على الأمن القومي الجزائري. في هذا الاطار، سنبرز مساعي ومجهودات الجزائر واستغلالها لمكانتها ووزنها الإقليمي، خصوصا في منطقة الساحل، وفي إدارة وتسوية الأزمة، دون الخروج أو التخلي عن القواعد الأساسية لعقيدتها الأمنية وإرثها الدبلوماسي من جهة، وبإشراك كل المعنيين بالأزمة في مالي داخليا وإقليميا ودوليا، بدون إقصاء أي طرف ذو صلة، من شأنه المساهمة في ترسيخ الأمن وبناء السلام في مالي من جهة أخرى، وصولا إلى دراسة اتفاق السلم والمصالحة المبرم سنة 2015 بالجزائر بين الفرقاء الماليين، والذي تعمل الجزائر رفقة هيئات المجتمع الدولي على متابعته وتنفيذ بنوده إلى غاية اليوم، حسب ما تمليه الأعراف الدولية في هذا الخصوص. Abstract: Due to security dilemmas and instability in the international environment, we will try through this work to touch upon the Algerian role in resolving and settling crises in neighboring countries and above all, the state of Mali after witnessing crisis and societal fragility and also conflict of internal, regional and international interests. This complex environment forced Algeria to play its role to meet the complex and growing challenges which has a direct impact on its stability and national security in particular, those coming from Mali after the situation got out of control in 2012, the thing that imposed on Algeria to play its role in settling the crisis to avoid its negative effects on Algerian national security. In this regard, we will highlight the Algeria's endeavors and effort, as well as exploiting its status and regional weight especially in the coastal region and in the management and settlement of the crisis without leaving or abandoning the basic rules of its security doctrine and its diplomatic legacy on the one hand, and with the involvement of all those concerned with the crisis in Mali internally, regionally and internationally without excluding any related party that would contribute to consolidating security and building peace in Mali on the other hand, down to the study of peace and reconciliation agreement concluded in 2015 between the Malian parties which Algeria is working with the bodies of the international community to follow up and implement its clauses until today, as dictated by international usages in this regard.
