At any rate, education is a local undertaking. It is in the school that teachers teach and students learn. This being said, in a given country, operation of a school can be read both in relation to elements linked to what specifically happens in the school and to elements that are exogenous to it (characteristics of the students registered in the school as well as those of the system of which it is part). The paper deals with the local with both a quantitative and comparative approach. It is even comparative on two counts since the first part is based on the comparison of primary schools within ten Sub-Saharan African countries (2014 pasec data), while the second part uses inter-country comparison to deepen the analysis. Beyond issues of data and methods, the paper focuses on the performance of education systems in terms of pedagogical monitoring of primary schools with its consequence on student learning, an issue scarcely addressed in empirical research in education with a comparative perspective.
