الاقتصاد الجزائري بين الاخفاق الداخلي والأزمات الدولية ؛ أين تكمن الحلول.؟

الملخص
تهدف هذه الدراسة إلى تشخيص مراحل تطور الاقتصاد الوطني وما تعرض له من اخفاقات متتالية خلال المسيرة التنموية فلم يحقق إلا القليل من الأهداف المسطرة ولم يخرج بعد من عنق الزجاجة ومازال أسير مداخيل المحروقات التي تعرف هي الأخرى اضطرابات دولية ودورية ولذلك فهذه الدراسة تبحث في أسباب الاخفاق وتداعياتها على مستقبل الاقتصاد الوطني ٌاقتصاديا واجتماعيا وسياسيا. وقد خلصت هذه الدراسة إلى نتيجة محورية أنه مالم يفتح باب الاستثمار بكل شفافية للكل من الاستثمار المحلي والأجنبي ومالم تتخلى الإدارة الاقتصادية الجزائرية عن عقلية البيروقراطية المتأصلة في أجهزتها المختلفة ومالم تتوارى ثقافة الريع في عقلية حكومات الجزائر المتوالية فلن يكون للاقتصاد الوطني سوى المزيد من الاخفاق وتضييع للوقت وهدر للجهد والمال. This study aims to diagnose the stages of the development of the national economy and the successive failures it faced during the development process. It achieved only a few of the ruling goals and has not yet come out of the bottleneck and is still a prisoner of fuel revenues, which are also known as international and periodic disturbances. Therefore, this study examines the causes of failure and their repercussions. on the future of the national economy economically, socially and politically. This study concluded with a pivotal conclusion that unless the investment door is opened with full transparency for both domestic and foreign investment, and unless the Algerian economic administration abandons the bureaucratic mentality inherent in its various agencies, and unless the rent-seeking culture hides in the mentality of successive Algerian governments, the national economy will only have
