التنمية المستدامة: قراءة في الاطار التشريعي والمؤسساتي الجزائري

الملخص
ملخص: أصبحت التنمية المستدامة مطلبا دوليا في ظل التحولات الاقتصادية والاجتماعية والسياسية التي يشهدها عالمنا المعاصر، حيث لم تعد تصورا فكريا فهي آلية أساسية لتحقيق العدالة في توزيع ثمار التنمية الاقتصادية والثروات بين الأجيال الحالية والمستقبلية في إطار حماية البيئة، والجزائر من الدول التي تسعى إلى الاهتمام بأبعاد التنمية المستدامة بجوانبها الثلاث. لأجل تجسيد هذا المسعى وتحقيق أهدافه عمدت الجزائر إلى تبني العديد من الأطر التشريعية والمؤسساتية ذات الصلة بتحسين مستوى النمو الاقتصادي وبتنمية الموارد البشرية مع الاهتمام بالبعد البيئي وفق ما تفتضيه هذه الاستدامة، لكن تبقى هذه الأطر غير كافية في مواجهة بعض التحديات التي تعترض بلوغ أهدافها. Abstract: The sustainable development becomes an international requirement under the economic social, and political shifts experienced by our contemporary world, where, it is no longer a mental concept; but it is an essential mechanism to achieve the justice in the deployment of the economic fruits of development, and the wealth between the current and the future generations, within the framework of the environmental protection, and Algeria is considered one of the countries which seeking attention to the dimensions of the suitable development with its three facets. To embody this endeavor and achieve its objectives; Algeria has resorted to adopt a range of the legislative and institutional frameworks related to improve the economic development, and the growth of the human resources, with an interest of the environmental dimension as required by this sustainability, but these frameworks remain inadequate to confront some challenges which impending the attainment of its objectives.
