أوضاع أطفال الروهينغا بين النصوص الدولية و الممارسات الواقعية - The State Of Rohingya Children Between International Texts And The Actual Practice

الملخص
في وقت حرص المجتمع الدولي على إنجاز مواثيق رصينة لحقوق الإنسان عامة وحقوق الأقليات خاصّة بشتى قوانينه، إلاّ أن تعزيز وتدعيم وضمانة تلك الحقوق لا تزال تعاني من قصور كبير وتحديات جسيمة تمنع من أن يسود العدل والإنصاف بين الفئات المضطهدة في العالم كله؛ فالأقليات على مختلف مسمياتها و خصوصا المسلمة منها عرضة دائما لأنواع شتى من الاضطهاد والتمييز العرقي والحرمان المعنوي والمادي ... وما أبناء الروهينغا إلا مثال حيّ عما يعانيه جيل كبير من الأطفال والنساء أمام نظر العالم كله، جيل يتعرض للتطهير العرقي بل والإبادة الجماعية من قبل سلطة تتبع سياسة ممنهجة يغلب عليها التعصب والتطرف ونبذ الآخر، وهو ما أردنا التدليل عليه في هذا البحث الموجز، مقترحين في نهايته جملة من الاقتراحات والحلول مع محاولة لفت نظر المجتمع الدولي عامة والحقوقيين منهم خاصة إلى حجم المأساة وعظم المعاناة التي يعاني منها أبناء الرّوهينغا وحثهما على اِتخاذ إجراءات كفيلة بوضع المسؤولين عن هذه المجازر تحت طائل المساءلة القضائية الدّولية. Abstract: In a time when the community of nations is keen to fulfill solid covenants of human rights in general, and minority rights in particular, using all its laws and regulations, it seems, though, that strengthening, consolidating and ensuring those laws still suffer from major shortcomings and huge challenges that prevent justice and fairness from prevailing among the oppressed groups around the world. Minorities with all their various names, especially the Muslim ones, are always prone to all sorts of oppression, discrimination and to moral and material deprivation ... and the Rohingya children are a vivid example of what an entire generation of women and children are suffering under the world's gaze, a generation that is subject to ethnic cleansing and genocide from a political authority driven by intolerance, extremism and rejection of the other. This brief research paper attempts to shade light on the mentioned topic, and eventually tries to provide some recommendations and solutions, while trying to draw the attention of the international community, namely human rights activists, to the amount of tragedy and atrocities that Rohingya children are undergoing, and urging them to take action and practical measures capable of helding accountable those responsible for the massacres in front of international justice.
