الخدمات الجامعية والتحصيل العلمي في الجزائر

الملخص
تكفلت الدولة الجزائرية بقطاع التعليم العالي الذي أولت له الدولة عناية كبيرة حيث كانت ديمقراطية ومجانية التعليم من الركائز الأساسية للسياسة التعليمية في الجزائر، وانطلاقا من ذلك تم وضع نظام لإعانة الطلبة لتمكين جميع الطبقات الاجتماعية من الاستفادة من التعليم العالي، لهذا جاءت لإلقاء الضوء على واقع الطالب الجامعي الجزائري من خلال الخدمات الجامعية، وتشخيص واقعه ومعرفة نقاط الضعف والقوة بشكل علمي مع وضع إستراتيجية لتطوير هذا الواقع. تهدف هذه الدراسة إلى الوصول إلى حصيلة شاملة أو تشخيص دقيق لنظام الخدمات الجامعية، كما تكمن أهمية هذه الدراسة في وصف طريقة لإصلاح الإعانات المالية الموجهة للطلبة الذين يتابعون دراسات جامعية. لتحقيق هدف الدراسة، تم توزيع استبيان على عينة من الطلبة سمحت بتفسير أثر الخدمات الجامعية على التحصيل العلمي بالاستعانة باختبار فريدمان (Friedman test) واختبار كاي مربع K² باستعمال المتوسطات الحسابية والانحرافات المعيارية والنسب المئوية، من أجل اختبار الفرضيات المقترحة، وتمت معالجة المعطيات باستعمال برنامج الحزم الإحصائية للعلوم الاجتماعية spss. وقد أسفرت الدراسة على النتائج التالية: -يعاني نظام الإعانة المالية للطلبة من تدني الفعالية وانعدام النوعية؛ -تقديم الإعانة إلى جميع الطلبة مهما اختلفت مستوياتهم الاجتماعية أدى إلى عدم ترشيد النفقات و إحداث اختلالات في السياسة التعليمية؛ -انتشار ممارسات لا أخلاقية في توجيه الاستفادة الفعلية من المساعدات المالية، لتشمل فئات جامعية غير الفئات الطلابية. The Algerian State guarantees the higher education sector, the state gave it a big care because democracy and free education were the main pillars of the educational policy in Algeria. As a result, a student subsidy system has been established to enable all social classes to benefit from higher education , This came to shed light on the reality of the Algerian university student through university services, a realistic diagnosis and the knowledge of weaknesses and strengths scientifically, with a strategy to develop this reality. This study aims to reach a comprehensive outcome or a thorough diagnosis of the university service system, and the importance of this study lies in the description of a way to reform financial subsidies directed to students who pursue university studies. To achieve the objective of this study, a questionnaire was distributed to a sample of students that allowed explaining the impact of university services on educational attainment. By using the Friedman test, the chi-square test using arithmetic averages, standard deviations and percentages to test the proposed hypotheses. The data were processed using the Statistical software Package for Social Sciences (S.P.S.S). The study yielded the following results: - The student subsidy system suffers from low efficiency and the lack of quality. -Providing subsidies to all students, regardless of their social levels, has led to non-rationalization of expenditures and disruptions in educational policy. -The prevalence of unethical practices in directing the actual use of financial aid to include university classes other than student groups.
