الملخص
تهدف هذه الدراسة إلى إبراز أهمية الأمن الطاقوي في العلاقات الدولية، وتسليط الضوء على العلاقات الروسية-الأوروبية في مجال أمن الطاقة، ومدى تأثير الأزمة الأوكرانية على سياسات الطاقة بين الطرفين وخاصة الدول الأوروبية، بإعتبار روسيا من أهم الدول المنتجة والمصدر للطاقة إلى أوروبا، كما يعتبر هذا الأخير من بين الدول الأكثر إستيرادا وإستغلال للنفط والغاز الروسي، حيث ركزت هذه الدراسة في إحدى جوانبها على أهمية الأمن الطاقوي في العلاقات الروسية-الأوروبية، ولا سيما بعد إستخدام روسيا ورقة الطاقة سلاحا إقتصاديا وسياسيا وضغط على دول الإتحاد الأوروبي خاصة في ظل العقوبات الإقتصادية المفروضة على روسيا، على هذا الأساس أصبح الأمن الطاقوي الأوروبي مهددا ما دفع دول الإتحاد إعادة النظر في بناء إستراتيجية جماعية جديدة للطاقة. This study amis to highlight the importance of energy security in international relations, shed light on rossian-european relations in the fieldof energy security, and the extent of the impact of the ukrainian crisis on energy policies between the two parties, especially european countries, given that russia is one of the most important producers and exporters of energy to europ, the latter is among the countries that most import and exploit russian oil and gas, as this study focused in one of its aspects on the importance of energy security in russian-european relations, especially after russia used the energy card as an economic and political weapon an dput pressure on the european union cuontries, especially in light of the economic sanctions imposed on russia, on this basis, european energy security became threatened, prompting the union countries to reconsider building a new collective energy strategy.
