الملخص
الملخص: تسعى هذه الدّراسة للبحث في مقوّمات الديمقراطية التشاركية وكيفية تكريسها، هذا المفهوم الذي يعدّ من المفاهيم الحديثة حيث ظهر في ستينات القرن 20، وانتقل من الميدان الصناعي-التجاري إلى المجال السياسي خاصة على المستوى المحلي، وهذا من خلال إشراك المواطنين في المناقشة والحوار والمساهمة في اتخاذ القرارات في القضايا التي تهمهم، خاصة بعدما أصبحت الديمقراطية التمثيلية عاجزة ولا تكفي لضمان العدالة الاجتماعية والمساواة المدنية، ومن هنا بدأت الدعاوى تتزايد حول أهمية تكريس الديمقراطية التشاركية وتفعيلها وأنّها الحل الأمثل لأزمة الديمقراطية في أوروبا، ما شجّع العديد من دول العالم لتكريسها ومنها الجزائر من خلال إقرارها لتعديلات دستورية وقوانين تنصّ عليها واستحداث مجالس وسيطة لتجسيدها إلاّ أنّ تفعيلها بقي متأخرا، لهذا نبحث في هذه الورقة عن مبادئ وأسس تجسيدها من ضرورة بناء دولة الحق والقانون، تفعيل وتمكين تنظيمات المجتمع المدني لتكون حلقة وصل بين المجتمع والنظام السياسي القائم، فيصبح المواطن بهذا شريكا في اتخاذ القرارات وايجاد الحلول مما يساهم في تحقيق التنمية المحلّية. Abstract : This study seeks to examine the fundamental foundations of participatory democracy and the possible ways to embed it in a society. This concept emerged in the 1960s and morphed from the commercial-industrial sector into the political one, particularly at the local level, through the participation of citizens in the decision-making process with regard to issues that concerns them, especially after representative democracy proved deficient and ineffective in achieving social justice and civil equality. As a result, many voices have arisen to deem participatory democracy as a viable solution to the democratic crisis in Europe, which indeed prompted many countries, including Algeria, to attempt to embody it through an array of constitutional changes and the creation of special councils assigned with this challenging task of embodiment that has remarkably lagged in recent years. This paper is intended to depict the principles for its consolidation, such as creating a state of law and right, enabling civil society organizations to intermediate between the political system and its society, so that the citizen can become a partner in solving problems and taking decisions, which could substantially contribute to achieving local development
