دور الوقف في التنمية الاقتصادية والاجتماعية

الملخص
ملخص : يعتبر الوقف الإسلامي أحد مظاهر الرقي الحضاري للأمة الإسلامية، فالدارس للتاريخ الإسلامي يقف على فعاليته في تلبية غالبية حاجيات الأمة، إلا أن النظرة الضيقة للوقف وحصره في البعد الديني، وكذا الممارسات السلبية والخاطئة، وإقصاء دوره في الجانب الاقتصادي والاجتماعي، جعل التطرق إلى دور الوقف في التنمية الاقتصادية والاجتماعية ضرورة ملحّة، وخاصة في ظل تجدد حاجات الأفراد وتعددها، وكذا التحديات التي يواجهها المجتمع الإسلامي، وعجز الدولة عن مجابهتها خصوصا مع كثرة الأعباء، وعجز الموازنة عن تغطية كل النفقات العامة، وذلك من أجل إيجاد آليات فعّالة تمكّن الوقف من أداء دوره التنموي، من خلال تحويل الأصول الموقوفة إلى ثروة متجددة بإمكانها تجديد رأس المال وتعزيز البنية الإنتاجية للأمة، والتخلص من مشاكل عدّة كالفقر والبطالة والجهل والمرض والانحرافات والأزمات، وبالمقابل الاستفادة من الشباب وتبني أفكارهم وابتكاراتهم، وتوجيههم بإيجابية، إضافة إلى تنويع وتطوير صيغ استثمار الوقف وتمويله، والحرص على استمراره، وكذا توعية المجتمع بأهميته في مجابهة الأزمات والتخلص من التبعية الأجنبية. Abstract : The Islamic waqf is considered one of the manifestations of the civilized advancement of the Islamic nation. The student of Islamic history knows its effectiveness in providing the majority of the nation’s needs. However, the narrow view of the waqf and its restriction to the religious dimension, as well as negative and wrong practices, and the exclusion of its role in the economic and social aspect, this led to the necessity of defining the role of the waqf in economic and social development, especially when the needs of individuals are renewed and multiplied, as well as the challenges facing the Islamic community, and the state’s inability to confront them, especially with the large burdens, and the budget’s inability to cover all public expenditures, in order to find effective mechanisms that enable the waqf to perform its developmental role, by converting the funds of waqf into renewable wealth that can renew capital and enhance the nation's productive structure., and getting rid of many problems such as poverty, unemployment, ignorance, disease, deviations and crises, in contrast benefit from the new generation, adopt their ideas and innovations, and direct them positively, in addition to diversifying and developing the waqf investment formulas and its financing, and ensuring its continuity, as well as sensibilization society of its importance facing crises and getting rid of foreign dependence.
