الملخص

الملخص: تتمحور الدراسة حول دور الفرد في تطوير المدينة تحت تسمية المهاجر، أي غير الأصيل أو القادم من مكان آخر، بثقافة مختلفة وأفكار قد تختلف كما قد تتناقض مع أفكار سكان المدينة . هذا المهاجر الذي يقدم للمدينة تنوعا إيجابيا، كما يكلفها مزيدا من الانفاق المادي والذي كان من المفروض أن يوجه إلى مواطني المدينة . لذلك تهدف الدراسة الى إبراز دور المهاجرين في المدينة كقيمة إيجابية مضافة، تساهم في زيادة لبنات بناء وتطوير المدن، وليس كمشكلة يجب التخلص منها، أو كعبء ثقيل على كاهل القائمين المحليين على المدن بما تفرضه عليهم اتفاقيات حقوق المهاجرين. وقد خلصت الدراسة إلى أن الهجرة إلى المدن عامل دافع وباعث على التنوع والابتكار والتطور على جميع الأصعدة، بل هي خلق لمجتمعات متجددة ، إذا ما تمت إدارتها بطريقة مجدية ومفيدة في تطوير المدينة، من خلال نصوص قانونية تعكس الأهداف المرجوة منها. كلمات مفتاحية: المهاجر ، تطور ، المدينة ، حقوق المهاجرين ، الحق في المدينة Abstract:The study revolves around the role of the individual in the development of the city under the name of the immigrant, that is, who is not authentic or who comes from another place, with a different culture and ideas that may differ as well as contradict the ideas of the city's residents. This immgrant who provides the city with a positive diversity, as well as costs it more material spending, which was supposed to be directed to the citizens of the city. Therefore, the study aims to highlight the role of immigrants in the city as a positive added value that contributes to increasing the building blocks and development of cities, and not as a problem that must be eliminated, or as a heavy burden on the shoulders of local officials in the cities, as imposed on them by immigrant rights agreements. The study concluded that migration to cities is a motivating factor for diversity, innovation and development at all levels. Rather, it is the creation of renewable societies, if managed in a feasible and useful way in developing the city, through legal texts that reflect the desired goals.
