الإدارة الإلكترونية بين خلفيات التأسيس و صعوبة الممارسة

الملخص
تعتبر الإدارة الالكترونية أحد أهم متطلبات المنظمات الحديثة و من أهم مميزات العصر الحالي ،فمن أجل بناء ميزة تنافسية و تحسين أداء المورد البشري وجب مواكبة كل التطورات التكنولوجية التي يشهدها العالم ككل للتعامل مع العولمة و مواجهة تحديات التنظيمات البشرية و المحافظة على استمراريتها و زيادة فعاليتها .كل هذا ساهم في تغيير هياكلها و معاملاتها و حتى معايير آدائها ،كما امتد نطاق خدماتها إلى خارج المواقيت الرسمية و أصبحت بذلك غير مقيدة لا بالحدود الزمانية و لا المكانية كما تميزت بالسرعة و الشفافية .فالإدارة الإلكترونية هي تحول من إدارة تقليدية مرت بعدة مراحل و كانت استجابة لمتغيرات داخلية وخارجية فرضت على المناخ التنظيمي كما استخدمت فيها وسائل و تقنيات حديثة لتوفير المرونة في المعاملات.و سنتطرق من خلال هذه الدراسة إلى اظهار أسس و أسباب التحولات و الكشف عن بعض التحديات وكذا المعوقات التي تحد من تطبيقها على أرض الواقع. الكلمات المفتاحية:الإدارة ،الإدارة الإلكترونية،المناخ التنظيمي، التقنيات الحديثة. E-Administration is considered as a requirement for modern organizations and an important feature of the current century. In order to establish competitiveness and improve the human resource, it is vital to keep up with the technological developments that the world is experiencing to deal with globalization, face human systems challenges, maintain its continuity and increase efficiency. This all has contributed in changing the human systems and its performance standards. In addition, its services scope has gone beyond the official working hours and became unrestricted neither with time nor with place, also qualified with integrity and rapidity. E-Administration is a result of a shift from the traditional administration-passed by many phases, and it was a response for interior and exterior variables that has been imposed on the organizational climate. Many electronic tools and techniques are used in order to make the different transactions and deals more flexible. Through this study, we shall demonstrate the basis and reasons after the shifts and reveal challenges and obstacles limiting applying them on the ground.
