دور الهيئات الداعمة والمرافقة في استحداث الاستثمارات المنتجة دراسة حالة( شركة التضامن بيكا أنفوا للسيريغرافيا بالشلف)

الملخص
تهدف هذه الورقة البحثية إلى إبراز مكانة الهيئات الداعمة والمرافقة لمساهمتها في الاقتصاد الجزائري، سواء من حيث مساهمتها في الناتج المحلي الخام أو دورها في استيعاب اليد العاملة من خلال توفيرها لمناصب شغل دائمة ومؤقتة، إضافة إلى أهميتها في ترقية التجارة الخارجية خارج قطاع المحروقات، من خلال تقليص الواردات الغذائية وكذا تشجيع الصادرات بغية تقليص الفجوة الغذائية مع توفير الاحتياجات الغذائية للمواطنين. ولقد تطرقنا في هذه الورقة البحثية إلى أهم التمويلات والتحفيزات الجبائية الممنوحة لتشجيع القطاع الخدماتي في الجزائر ضمن إطار هيأت دعم الاستثمار في نظام الامتيازات. كما تضمنت هذه دراسة حالة شركة بيكا أنفوا للسيريغرافيا من أجل إسقاط الدراسة النظرية على الجانب التطبيقي، وإبراز مبالغ الدعم للمشروع الاستثماري والمبالغ الضريبية التي استفاد منها المستثمر في شكل قيم مالية وإعفاءات ضريبية سواء أثناء مرحلة إنجاز المشروع أو بعد معاينة الدخول في الاستغلال. This research paper aims to highlight the status of the supporting and accompanying bodies for their contribution to the Algerian economy, whether in terms of their contribution to the gross domestic product or their role in absorbing the labor force through the provision of permanent and temporary jobs, in addition to their importance in promoting foreign trade outside the hydrocarbon sector, through Reducing food imports as well as encouraging exports in order to reduce the food gap while providing the food needs of citizens. In this paper, we have discussed the most important funds and tax incentives granted to encourage the service sector in Algeria within the framework of the investment support facilities in the system of concessions. This also included a case study of the BicaAnfoa Serigraphy Company in order to drop the theoretical study on the applied side, and to highlight the amounts of support for the investment project and the tax amounts that the investor benefited from in the form of financial values and tax exemptions, whether during the project completion phase or after examining the entry into exploitation.
