الملخص
الملخص: ان الباعث على تقرير حدود واستثناءات على حقوق المؤلف في التشريعات الدولية والوطنية، هي المصلحة العامة للمجتمع، والمتمثلة اساسا في استفادت كل فئاته من نتاج الإبداعات الادبية والفنية، موازاتا مع الحفاظ على حقوقه الادبية والمالية، وباعتبار معاقو البصر فئة من فئات المجتمع التي تستأهل العناية الخاصة، جاءت هذه الدراسة لبحث امكانية تطبيق الحد المقرر لها في اطار القواعد العامة لقانون حق المؤلف الجزائري، او وجوب تكييفه وتعديله، وفق ما جاءت به اتفاقية مراكش، ليضمن التوازن بين حقوق المؤلف وحقوق ذوي الاعاقة البصرية. Abstract: The motive for defining limits and exceptions to author's rights in international and national legislation is the general interest of society, which is mainly represented in the benefit of all its groups from the production of literary and artistic creations, in parallel with the preservation of its moral and financial rights, and considering the visually impaired as one of the groups of society that deserve special attention. This study came to examine the possibility of applying the limit set for it within the framework of the general rules of the Algerian copyright law, or the necessity of adapting and amending it, according to what was stated in the Marrakesh Agreement, to ensure a balance between the rights of authors and the rights of people with visual impairments
