الملخص
الملخص: تعنى هذه الورقة البحثية بمعالجة إشكالية التنظيم القانوني للنشاط الإعلامي الإلكتروني في الدول العربية وفي التشريعات الجزائرية، ومدى مواكبة تلك التشريعات للتطورات التقنية لوسائل الإعلام الالكترونية وما أفرزته تلك التطورات من تحديات للمشرع العربي والجزائري، على وجه الخصوص تلك التحديات المتعلقة بتنظيم الممارسة الإعلامية على مستوى تلك الوسائط، خاصة فيما يرتبط بالشكل القانوني والتنظيمي لتلك الوسائط وما تعلق بعملية النشر الالكتروني. وعليه سنتناول من خلال هذه الورقة البحثية قراءة لأهم المبادرات التشريعية العربية والوطنية لتنظيم النشر والإعلام الإلكتروني، والتي تعكس التوجهات الحديثة في طبيعة التشريعات الإعلامية العربية والوطنية، التي فرضتها الثورة المعرفية والتطورات التقنية لوسائط الاتصال. Abstract: This research paper is concerned with addressing the problem of legal regulation of electronic media activity in the Arab countries and in Algerian legislation, and the extent to which these legislations keep pace with the technical developments of electronic media and the challenges posed by those developments for the Arab and Algerian legislators. In particular, those challenges related to regulating media practice at the level of these media, especially with regard to the legal and regulatory form of these media and what is related to the electronic publishing process. Accordingly, through this research paper, we will address a reading of the most important Arab and national legislative initiatives to regulate publishing and electronic media, which reflect recent trends in the nature of Arab and national media .legislation, imposed by the knowledge revolution and technical developments of the means of communication
