الحماية القانونية للمراعي السهبية في التشريع الجزائري

الملخص
تعتبر المراعي السهبية من أجود أنواع المراعي في العالم لاحتوائها على غطاء نباتي و مناخ متميزين ما يشكل قاعدة هامة للرعي و تربية الماشية خاصة الأغنام منها و التي تمثل تقريبا الثروة الحيوانية للبلد، و من هذا المنطلق أردنا إبراز قيمة المراعي السهبية في الجزائر خاصة الاقتصادية منها و تحليل الأنظمة القانونية التي تحكمها، حيث وقفنا من خلال دراستنا لهذه الفضاءات و ما تقدمه لقطاع الفلاحة على أهميتها الاجتماعية، الاقتصادية، السياسية و البيئية، كما توصلنا إلى عدة نتائج كان من أهمها تبيان المكانة المرموقة للمراعي السهبية و الدور الفعال الذي تلعبه ضمن المجالات البيئية و ما تقدمه للاقتصاد الوطني من مزايا، و هو ما يدفعنا أن نوصي من خلال دراستنا هذه بضرورة سن قانون خاص ينظم و يضبط و يحمي المناطق السهبية عموما و المراعي السهبية خصوصا. The steppe pastures are among the best types of pastures in the world because they contain a distinct vegetation and climate, which constitutes an important base for grazing and livestock breeding, especially sheep, which represent almost the country's livestock, and from this standpoint we wanted to highlight the value of the steppe pastures in Algeria, especially the economic ones. Analysis of the legal systems that govern them, where we stood through our study of these spaces and what they offer to the agriculture sector on their social, economic, political and environmental importance, and we also reached several results, the most important of which was to demonstrate the prominent place of the steppe pastures and the effective role they play within a The environmental fields and the advantages that they offer to the national economy, which is what motivates us to recommend through our study that a special law should be enacted to regulate, control and protect the steppe areas in general and the rangeland in particular.
