الملخص: خلال فترة قصيرة استطاع الخليفة عمر بن عبد العزيز بِفضل سياسة الحكم الراشد في تسيير شؤون دولته من إدراك وتوصيف مواضع الخلل في السياسة الاقتصادية المنتهجة آنذاك، فقد تمكن من فهم أهمية وأثر عامل توزيع الثروة في رفاه المجتمع الإسلامي، فكان الإصلاح المالي القائم على إعادة التوزيع العادل للثروات وفق رؤيا تتفِق مع ضوابط الشرعية الإسلامية مُنطلقا لسياسته الإصلاحية، وبمثابة الآلية التي ساهمت في تحقيق التوازن على الصعيدين الاجتماعي والاقتصادي، عليه فإن هذه الدراسة تهدف إلى الإشارة لأهم مرتكزات السياسة الاقتصادية والمبادئ المُستَقاة في تصميم الخطة التنموية في فترة الخلافة الإسلامية، وتقييم مُخرَجاتها الإيجابية التي كانت بمثابة طفرة نوعية عكست وباستحقاق كفاءة النظام الاقتصادي والإداري المُتسِق مع المنهج الإسلامي. Within a short period and the thanks to his policy and the ability of managing his state affairs, Caliph Umar Ibn Abdul- Aziz was able to understand and identify the deficiencies in the economic policy at that time. He was also able tounderstand the importance and the impact of the wealth's distribution in the welfare of the Islamic society. Then the financial reform that was based on the fair redistribution of wealth according to Islamic teachings was the starting point for his reformist policy, and as the mechanisms that contributed to achieving the balance on the social and economic levels. This study aims at referring to the most important principles of the economic policy in designing the development plan in the Islamic rule period, and to evaluate its positive outputs that was like a qualitative leap that reflected deservedly the efficiency of the economic and administrative system that is in conformity with the . Islamic approach
