الملخص
إن حرص المشرع الجزائري على حفظ النظام العام العمراني، وحل المشاكل المتعلقة بالبناء؛ المترتبة على المخالفات المرتكبة خلافا للقواعد القانونية والتنظيمية المنظمة لهذا المجال، دفع به إلى إقرار العديد من التدابير والعقوبات الإدارية على اعتبار تراخيص البناء قرارات إدارية محضة، صادرة عن سلطات إدارية خولها القانون ذلك، كما أتبعها بعقوبات وتدابير ذات طابع جزائي لتحقيق أكبر قدر من الردع في حال عدم كفالة الأولى في الحد من الانتهاكات الماسة بقواعد التهيئة والتعمير. الكلمات المفتاحية: النظام العام، البناء، المخالفات، تراخيص، التدابير، العقوبات، العمران.
