الملخص
يعد التفويض آلية لتسيير المرافق العمومية لاسيما تلك المنظمة في شكل شبكي كالاتصالات الالكترونية، فهو وسيلة لتنازل الدولة عن إدارة و تسيير هذا المرفق لفائدة خواص يكون لفترة زمنية محددة قانونا ، وفقا لإجراءات منظمة قانونا ، حتى ينتج التفويض آثاره القانونية، في سبيل إشباع رغبات مستهلك هذه الخدمات معتمدة في ذلك على عناصر الجودة و النوعية و السعر الجيد. Abstract: Authorization is a mechanism for managing public utilities, especially that organization, in a networked form such as electronic communications, as it is a means for the state to cede the management and operation of this facility for the benefit of private persons for a legally specified period of time, in accordance with legally regulated procedures, so that the delegation produces its legal effects, in order to satisfy the desires of this consumer.
