الملخص
تضفي العمليات العقلية على الظواهر الانسانية لمسة من التفرد، وهو ما ينطبق على البحث العلمي والذي ادى للاهتمام بأدواته ومؤسساته الى تزايد دور مراكز الأبحاث حيث تعد تعبيرا عن انتقال البحث العلمي من مرحلة "الباحث الفردي" الى مرحلة "الباحث المؤسسة ، أو بمعنى آخر العمل الفكري الجماعي، وهو ما يدعم مهارات الباحث، بالخبرات والامتيازات والأدوات والعلاقات التي تقدمها المؤسسة إلا أن مكانتها في العالم العربي لم تكن اولوية، ودورها لم يكن فعالا ،رغم انها تعد شريكا استراتيجيا تزايد الاهتمام به عالميا وهذا راجع لضعف البنية التحتية العربية الخاصة بالبحث العلمي ، وغياب الوعي ومنه الإرادة السياسية الحقيقية لتغيير واقع مراكز البحوث العربية وخاصة زيادة تأثيرها The mental processes of human phenomena give a touch of singularity, which applies to scientific research and which has led to attention to its tools and institutions, to an increasing role for research centres, which are an expression of the transition of scientific research from a phase. "Individual researcher" to the stage of "founding researcher," or in other words collective intellectual work, which supports the skills of the researcher, with the expertise, privileges, tools and relationships offered by the institution, but its place in the Arab world has not been a priority, and its role has not been effective, although it is a strategic partner for which attention has increased globally. This is due to the weakness of the Arab scientific research infrastructure, the lack of awareness and the genuine political will to change in the Arab research centres. Les processus mentaux des phénomènes humains donnent une touche de singularité, qui s'applique à la recherche scientifique et qui a conduit à attirer l'attention sur ses outils et ses institutions, à un rôle croissant pour les centres de recherche, qui sont l'expression de la transition de la recherche scientifique d'une phase . "Chercheur individuel" au stade de "chercheur fondateur", ou autrement dit travail intellectuel collectif, qui soutient les compétences du chercheur, avec l'expertise, les privilèges, les outils et les relations offerts par l'institution, mais sa place dans le monde arabe n'a pas été une priorité et son rôle n'a pas été efficace, bien qu'il s'agisse d'un partenaire stratégique pour lequel l'attention s'est accrue à l'échelle mondiale. Cela est dû à la faiblesse de l'infrastructure de recherche scientifique arabe, au manque de sensibilisation et de volonté politique réelle de changement dans les centres de recherche arabes.
