واقع تطبيق نظم الإدراة البيئية إيزو 14000 في المؤسسات الإقتصادية الجزائرية في ظل مقاومة التغيير

الملخص
تهدف الدراسة إلى إبراز حتمية التغيير في المؤسسات الإقتصادية لمواكبة التغيرات الحاصلة، إذ أنه لابد من الإعداد لمواجهة ما يحدث من تغيير في ميدان التنافس العالمي، ولا مفر للمؤسسات إلا بتهيئة نفسها للتصدي لما يجري من تغيرات ،ولعل من بين برامج التغيير المنتهجة من قبل المؤسسات بما فيها الجزائرية نجد نظم الإدارة البيئية إيزو 14000 ISO. وتبعا لذلك فإن واقع تطبيق هذه النظم في المؤسسات يستدعي التعرف على مستوى إستيعاب الموظفين والعاملين في المؤسسات الإقتصادية لنظم إدارة البيئة إيزو 14000، بالإضافة إلى أهميته النظم في تحقيق مكاسب بيئية وإقتصادية في آن واحد ودون خلق عوائق تجارية بين المؤسسات والدول كما يُخيّل للبعض، كما بينت الدراسة مفاهيم ومتطلبات تطبيق منهج نظم إدارة البيئة إيزو 14000 في المحافظة على البيئة بتطبيق مواصفات عالمية آمنة تضمن للمؤسسات تحسين أدائها البيئي و بالتالي تحسين صورتها،حيث أنه بالتطبيق الناجح لها يمكنها الحصول على شهادة المطابقة لهذه المواصفات، والتي أصبحت مطلبا تجاريا وشرطا للمنافسة. The study aims to highlight the inevitability of change in economic institutions to keep pace with the changes taking place, as it is necessary to prepare to face the change that occurs in the field of global competition, and there is no escape for institutions except by preparing themselves to address the changes taking place, and perhaps among the change programs adopted by economic institutions Including the Algerian, we find environmental management systems ISO 14000 and accordingly, the reality of the application of these systems in institutions calls for identifying the level of absorption of employees and workers in economic institutions for ISO 14000 environmental management systems, in addition to the importance of the systems in achieving environmental and economic gains at the same time and without creating Trade obstacles between institutions and countries, as some imagine, as the study showed the concepts and requirements of applying the ISO 14000 environmental management systems approach in preserving the environment by applying safe international specifications that guarantee institutions to improve their environmental performance and thus improve their image, as by successful application they can obtain a certificate of conformity for these Specifications, which have become a commercial requirement and a condition of competition.
