Challenges Hindering The State-building Process In Libya التحديات المعيقة لعملية بناء الدولة في ليبيا

الملخص

الملخص بعد مرور أكثر من 10 سنوات على تنحية نظام العقيد القذافي، بقي المشهد السياسي والأمني يتسم بالتذبذب واللاإستقرار ، خاصة مع التدخلات الخارجية المبنية على مصالح وحسابات الأطراف المتدخلة ودعمها لطرف على حساب طرف أخر ، وكذا انتشار أعداد كبيرة من السلاح ووصوله إلى أيادي الميلشيات والمنظمات الإرهابية وتدهور الوضع الأمني،وأيضا تأثير العامل القبلي المهيمن في ليبيا، باعتباره تركة نظام العقيد القذافي المتجذر بدرجة كبيرة في تركيبة المجتمع الليبي، كل هذه العوامل تشكل أهم التحديات التي تواجه عملية بناء الدولة في ليبيا. Abstract More than 10 years after the overthrow of Colonel Gaddafi's regime, the political and security scene remained characterized by volatility and instability, especially with external interventions based on the interests and accounts of the intervening parties and their support for one party at the expense of another, as well as the spread of large numbers of weapons and their access to the hands of militias and terrorist organizations and the deterioration of The security situation, as well as the influence of the dominant tribal factor in Libya, as the legacy of the regime of Colonel Gaddafi, which is deeply rooted in the composition of Libyan society, all of these factors constitute the most important challenges facing the state-building process in Libya.
