الملخص
تتناول الدّراسة التدخّل العسكري للحلف الأطلسي وتحديات بناء الدولة بسبب الأزمة التي تعيشها نتيجة موجة التغيير السياسي وسقوط الأنظمة السياسية الديكتاتورية التي عرفتها المنطقة العربية بعد نجاح الثورة التونسية وانتقالها لأغلب الدول التي تعاني المشاكل ذاتها مثل كرات الثلج بقوتها وسرعتها وخطورتها . كانت ليبيا حالة منفردة بخصوصياتها ،إذ تأثّرت بمحيطها الخارجي _ما حدث في تونس ومصر_ وتفاعلت معه، فانعكست في شكل مظاهرات سلميّة و تحوّلت إلى صراع دموي بين الثوّار وكتائب النّظام،فكان التدخّل من أجل حماية المصالح الطاقية بالدرجة الأولى والتخلّص من النّظام الذي صنّف ضمن دول المارقة التي أدّت لتدخّل الحلف الأطلسي من خلال توجيه العمليّات العسكريّة الجويّة، فأدّى ذلك لإسقاط النّظام السّياسي اللّيبـيّ، و أنتج عنه دولة تحمل في ثناياها مقوّمات الفشل الدّولي وخطورتها على بناء دولة وطنية في المرحلة الإنتقالية من واقع الإنفلات الأمني ، التشظي القبلي ، وضعف مؤسسات الدولة والولاء لها . The study examines NATO's military intervention and state-building challenges due to the crisis it is experiencing as a result of the wave of political change and the fall of the dictatorial political regimes in the Arab region after the success of the Tunisian revolution and its transition to most countries experiencing the same problems, such as snowballs with their strength, speed and danger. Libya was a case of its own privacy, influenced by its external environment - what happened in Tunisia and Egypt - and interacted with it, reflected in peaceful demonstrations and turned into a bloody conflict between the rebels and regime brigades; intervention was to protect the interests of energy primarily, and get rid of the regime was classified as rogue states The intervention led NATO to directed military air operations, which led to the overthrow of the Libyan political system, and behind a state bearing the failures of states and the danger of building a national state in the transitional phase in the reality of security chaos, tribal fragmentation, and weak state institutions and loyalty to them.
