الملخص
سلطات الضبط الإداري تتولى مهمة المحافظة على النظام العام بكل عناصره، ولأجل ذلك تقيد حريات الأفراد في الظروف العادية والظروف الاستثنائية. تشكل سلطات الضبط الإداري خطرا على حريات الأفراد خاصة في الظروف الاستثنائية التي تتوسع فيها هذه السلطات Administrative control authorities undertake the task of preserving the public order with all its elements, and for that purpose, the freedoms of individuals are restricted in normal and exceptional circumstances. Administrative control authorities pose a threat to the freedoms of individuals, especially in the exceptional circumstances in which these powers are expanded
