الحكومة الإلكترونية في الجزائر والمجهودات المبذولة لتحقيقها

الملخص
تقوم الحكومة بواجبات كثيرة تحمي الدولة ووظائفها من التفكك، وتقدم خدمات لمواطنيها تكون في مستوى تطلعاتهم، وثقتهم لتبني جسور الثقة والمصداقية بينهما، ومن أجل ذلك ولتحقيق مزيد من الشفافية ظهرت الحكومات الإلكترونية، لذلك هدفت هذه الدراسة إلى التعرف على مجهودات الجزائر في سبيل تحقيق الحكومة الإلكترونية وتقييم تلك المجهودات، وما تحقق من الحكومة الإلكترونية في أرض الواقع. استخدمت هذه الدراسة المنهج الوصفي التحليلي معتمدة على الأبحاث والدراسات المنشورة في مجلات علمية محكمة، وكذلك المواقع الرسمية لمعرفة الاحصاءات والمؤشرات التي تهم الدراسة، كمواقع الوزارات خاصة وزارة البريد والمواصلات، وتوصلت الدراسة إلى أن الحكومة الإلكترونية في الجزائر لم تكتمل بعد خاصة وأن العديد من الخدمات لا تزال غير مرقمنة، ولا تزال المجهودات قائمة لتطبيق الإدارة الإلكترونية لجميع الإدارات العمومية وهو شرط ضروري لاستكمال الحكومة الإلكترونية التي تستخدم بوابة رقمية واحدة لجميع خدماتها. The government performs many duties that protect the state and its functions from disintegration, and provide services to its citizens that are at the level of their aspirations, and their confidence to build bridges of trust and credibility between them, and for this reason and in order to achieve more transparency we see new e-governments emerging, this study aimed to identify Algeria’s efforts to achieve e-government. And evaluate those efforts, and know what has been achieved from e-government on the ground. This study used the descriptive analytical approach based on research and studies published in refereed scientific journals, as well as official websites in order to recense the main indicators relating to the study such as the websites of ministries. The study results that the algerian government is still lacking digitization, and efforts are still in place to implement electronic management for all its public administrations, which is a necessary condition for the completion of the e-government government that uses a single digital portal for all its services .
