الملخص
تبحث هذه الدراسة في تفكيك إشكالية العلاقة الجدلية التي تربط بين مفهوم الأمن الإنساني ومبدأ السيادة الوطنية، في ظل مجموعة من المتغيرات والتطورات التي ساهمت في تشكيل بنية النظام الدولي بوضعه الراهن، فضلا عن محاولة إستشراف الآفاق المستقبلية لمفهوم السيادة في ظل هذه التحديات. من هذا المنطلق، فإن الإشكالات التي ستعالجها هذه الدراسة تتمحور أساسا حول التأثيرات التي أحدثها مفهوم الأمن الإنساني وفكرة تدويل حقوق الإنسان على مبدأ السيادة، من خلال إعادة تعريفها وإعمال مفهوم السيادة النسبية والمحدودة، وتقليص دورها في نطاق العلاقات الدولية المتبادلة الذي سيأخذ في الإطراد والتزايد على الأقل في المستقبل القريب، لكي لا يكون عائقا في وجه تحقيق أمن إنساني شامل. Abstract: This study examines the dismantling of the problematic dialectical relationship between the concept of human security and the principle of national sovereignty, in light of a set of variables and developments that contributed to shaping the structure of the international system in its current state, as well as trying to anticipate future prospects for the concept of sovereignty in light of these challenges. In this sense, the problems that this study will address mainly revolve around the effects that the concept of human security and the idea of internationalizing human rights have had on the principle of sovereignty, by redefining it and implementing the concept of relative and limited sovereignty, and reducing its role in the scope of mutual international relations that will take on a steady and increasing The least in the near future, in order not to be an obstacle to achieving comprehensive human security.
