الفساد الإداري في المؤسسة الخدماتية.

الملخص
الملخص: إن الفساد يرتبط بسلوك ينحرف عن الممارسات المشروعة وإساءة للثقة العامة، اعتداء على القوانين التي تمس نظام المجتمع، والذي سيؤدي وبكل تأكيد على انهيار المبادئ والمعايير الأخلاقية فيه الناجمة عن تفكك وسائل السيطرة للنظم السياسية الفاقدة للمصداقية في ممارستها والتي ستؤدي حتما إلى انحطاط المجتمع ومؤسساته. حيث يؤكد " ابن خلدون" فيما يخص انحطاط الدولة وانهيارها ونشوء العمران أن التحول من مرحلة البداوة إلى الحضرية يصحبه الكثير من الانحلال في منظومة الأخلاق وتحرر الأفراد من الضوابط الاجتماعية بغية تحقيق غاياتهم وأهدافهم التي تحمل في ثناياها السعي نحو تحقيق أعلى مستوى من الترف والبذخ، فيقول في ذلك: " فطرة الدولة من أولها بداوة ثم إذا حصل الملك تبعه الرفاهية واتساع الأحوال والحضارة، وإنما هي تفنن في الترف والفرش والأبنية وسائر عوائد المنزل وأحواله، والتأنق فيه ويتلو بعضها بعضا، وتكثر باختلاف ما تنزع إليه النفوس من الشهوات واللذات والتنعم بأحوال الترف". Abstract: Corruption is associated with behavior that deviates from legitimate practices and an abuse of public trust, an assault on laws that affect the system of society, which will certainly lead to the collapse of ethical principles and standards resulting from the disintegration of the means of control of the political systems lacking credibility in their exercise and which will inevitably lead to the degeneration of society and its institutions. With regard to the decline of the state, its collapse and the emergence of urbanization, Ibn Khaldun affirms that the shift from the nomadic stage to urbanization is accompanied by a lot of decay in the system of morals and the liberation of individuals from social controls in order to achieve their goals and objectives that carry within them the pursuit of the highest level of luxury and extravagance, he says In that: “The instinct of the state from the beginning of it is Dawa, then if the king takes place, prosperity and the expansion of conditions and civilization will follow him.
