الفعل الديمقراطي في التنظيم البيروقراطي: قراءة نظرية في طبيعة العلاقة.

الملخص
تهدف هذه الدراسة تسليط الضوء على مفهومين يبدوان من الوهلة الأولى حاملين لتعارضات ويستحيل جمعهما في حقل معرفي واحد، وهما الديمقراطية كنظام حكم كما هو معروف والبيروقراطية كجهاز للدولة فالأول يعطي دلالة الحرية وابداء الراي، والثاني يعطي تمظهرات التحكم والضبط والجمود وتنفيذ الأوامر بدقة. إلا أن التعمق بالدراسة يعطينا وجود تداخلات عميقة، فالتنظيم البيروقراطي وما يحمله من إجراءات لا يخلو من ممارسات تنظيمية مستمدة من النظام الديمقراطي وعليه سيتم تناول التنظيم البيروقراطي وارتباطه بالديمقراطية وفق مقاربات نظرية عديدة في حقل سوسيولوجيا التنظيمات. The aim of this study is to shed light on two concepts that may seem at the first glance hold discrepancies and unattainable to be lumped in one field of knowldge : democracy as a regime of government as is known and bureaucracy as an apparatus of the state, the first gives the indication of freedom and expressing opinion, and the second gives manifestations of control, restriction, immobility, implementing instructions accurately, and following the laws. However, going deeper in the study allows to look for a profound overlaps for the bureaucratic organisations and the procedures it carries with no organizational practices derived from the democratic regime. therefore, Bureaucratic organisation will be addressed with its relations to democracy according to defferent theoritical approachs in the field of sociology of organisation.
