During this research paper, we highlight the issue of informal authority in taking decisions inside the institution, from the hypothesis that the Algerian industrial establishment is in deficiency in laws and regulations. This leads high and medium tires in the framework of the decentralised organisation of regional directorates and industrial vehicles to issue administrative and technical decisions related to productive and management which are irrational, arbitrary and non-compatible with the living reality of the social environment established. This because the decision -making was not based on the socio- economic data of the institution, but rather the adoption of irrational channels and methods that do not serve the culture of the public interest of the institution, which led us to try to clarify this management style, which is a bureaucratic nature based on the relative application of the characteristics of the bureaucratic model, this latter will result in the so-called sociological organisation interruption of socio-technical between presidents and subordinates.
