الملخص

ملخص: تتناول هذه الدراسة تجارب دولية في الإدارة السليمة للنفايات الإلكترونية لمعرفة مدى إمكانية الإستفادة منها في حالة الجزائر، انطلاقا من فرضية قصور نظام الإدارة الشامل للنفايات، وأهمية وضع سياسة خاصة بالنفايات الإلكترونية. واعتمادا على المنهجين الوصفي والتحليلي، توصلنا إلى أن الإدارة السليمة لهذه الأخيرة تحقق فوائد اقتصادية واجتماعية وبيئية معتبرة، وإن كان تطبيقها يواجه تحديات عدة، وأن مساهمتها في تقليل أضرار هذه النفايات وإعادة تثمينها، تبقى ضعيفة أمام التزايد المتسارع للصناعات الإلكترونية وتزايد الطلب على منتجاتها. وكخلاصة للتجارب المدروسة، فإنه لا يوجد نموذج قابل للإسقاط على حالة الجزائر، بينما يمكن استخلاص حلول إستعجالية تتناسب مع الوضع الحالي، ريثما تتم صياغة نموذج خاص مبني على قاعدة تشريعية ومؤسسية متخصصة. Abstract: This paper deals with the international experiences in e-waste sound management, in order to conclude the possibility of benefiting from them in the case of Algeria. This research is based on a main hypothesis that there is an inadequacy of the comprehensive management system for all waste, and that a policy for e-waste should be developed. Relying on the descriptive and analytical methods, the study concluded that the sound management of e-waste brings significant economic, social and environmental benefits. However, its application faces many challenges, and its contribution to reducing the negative effects of these wastes is currently low. As for the studied experiences, urgent solutions can be found that fit the current situation, pending the founding of an integrated model based on a legislative and institutional basis.:
