الملخص
ملخص: أضحت المؤسسات المصغرة تحظى بأهمية كبيرة من قبل المشرفين على تنفيذ السياسات الاقتصادية والتنموية ، لما لها من دور استراتيجي في بعث التنمية الاقتصادية والاجتماعية، الا أن عملية انشاء وتطور هذا النوع من المؤسسات تعترضها عدة مشاكل ومعوقات، لاسيما منها مشكل التمويل، اذ تهدف هذه الدراسة الى توضيح أساليب وآليات التمويل التي وفرتها الحكومات الجزائرية المتعاقبة، من أجل تحفيز ودعم أصحاب الأفكار الرائدة والابداعية لإنشاء أكبر عدد من المشاريع المصغرة، حيث تم التطرق الى دور وكالة ANSEJ، CNAC، وكالة ANGEM، واجراء دراسة مقارنة بين هذه الاليات خلال الفترة الممتدة من 2015 الى 2019 لإظهار دور، أهمية وفعالية كل منها. وقد خلصت الدراسة الى أن لهذه الاليات دور مهم في تمويل المؤسسات المصغرة، وهذا بالنظر الى تمويلها ومساهمتها في انشاء عدد معتبر منها، اضافة الى خلق عدد كبير من مناصب الشغل، وأخيرا وجدنا بأن وكالة ANGEMساهمت في تمويل عدد كبير من هذه المؤسسات واستحوذت على حصة كبيرة من مناصب الشغل المستحدثة، بينما من حيث مبلغ التمويل كانت الحصة الأكبر للوكالة الوطنية لتشغيل الشباب. Abstracts: The mini institutions have significant importance by supervisors to implement economic policies and development, because of its strategic role in mission of economic and social development, the process of establishing and developing. this type of institution is observed by several problems and obstacles, especially as the form of funding, as aiming the study to clarity the methods and mechanisms of the subjugation provided by the Algerian governments , successive, in order to stimulate and support the owners of leading ideas and creative to create a martyrdom of macrophages, where we were hijacked the role of (ANSEJ), (CNAC), (ANGEM), and examining the synonym between these mechanisms during the period summit from 2015 to2019 to show a role, protect and effectively. The study concluded that these mechanisms play an important role in financing small enterprises ,given their funding and its contribution to the creation of a significant number of them, in addition to the creation of a large number of jobs , and finally we found that the national agency mini loan traffic)ANGEM) has contributed to the financing of a large number of these institutions and has been bound to a large share of the positions of the new labor, while the amount of funding was the largest share of the national youth operation agency.
