النشر العلمي في الوطن العربي: الواقع، التحديات، والاستراتيجيات

الملخص
هدفت الدراسة إلى التعرف على واقع العلمي في الوطن العربي، والتحديات والاستراتيجيات المتعلقة به، ولتحقيق أهداف الدراسة استخدم الباحثان المنهج الوصفي التحليلي عن طريق استعراض الواقع وتحليل البيانات والمعلومات باستخدام اسلوب تحليل المضمون؛ من اجل الخروج بالشكل النهائي لعناصر البحث، وأظهرت نتائج الدراسة ما يأتي: غياب البيئة المناسبة للعمل والبحث والتطوير، قلة الإنفاق المالي على دور النشر، ارتفاع المبالغ المالية الباهظة التي تفرضها المجلات العلمية، هجرة العقول المفكرة من بلدانها إلى العالم الأخر، غياب فرص تنمية المهارات العلمية لتنمية الباحثين العرب الجدد، ضعف البنية المؤسساتية العربية وعدم اكتراثها بالنشر العلمي. وبناءً على نتائج الدراسة يوصي الباحثان بأن يتم دعم الباحثين، واعتماد معايير أخلاقية وعلمية لضبط عملية النشر العلمي داخل الوطن العربي، من خلال تأسيس هيئة وطنية تشرف عليها وزارة التعليم العالي والبحث العلمي. This study refers to the identification of the reality of scientific publishing in the Arab world, the challenges and strategies related to it, and to achieve the objectives of the study the researchers used the descriptive analytical approach by reviewing reality and analysis of data and information using the method of analysis of content, in order to come up with the final form of research elements, and the results of the study showed the following: the absence of the right environment for work and research and development, the lack of financial spending on publishing houses, the high amounts of money imposed by scientific journals, the migration of thinking minds from their countries to the world The other is the lack of opportunities to develop scientific skills for the development of new Arab researchers, the weakness of the Arab institutional structure and its indifference to scientific dissemination. Based on the results of the study, the researchers recommend that researchers be supported and adopt ethical and scientific standards to control the process of scientific dissemination within the Arab world, by establishing a national body supervised by the Ministry of Higher Education and Scientific Research.
