الملخص

ملخص: لقد كان لتجارة البضائع التي يمكن أن يكون لها أثر على الأمن الداخلي للدول أو على السلم والأمن الدوليين محل اهتمام ومعاملة خاصة من طرف الدول والمؤسسات الدولية المعنية، حيث تضاعف هذا الاهتمام خاصة بعد ظهور فواعل من غير الدول تسعى الى تملك هذا النوع من البضائع، ولقد اتسع مفهوم البضائع الاستراتيجية ليغطي التسميات القديمة المستعملة (خطيرة، حساسة، عسكرية، أسلحة دمار شامل، ذات استخدام مزدوج...الخ) وقصد وضع مقاربة دولية لمكافحة التجارة غير المشروعة بها تم تفعيل العديد من الأدوات القانونية الدولية وكذا تعزيز أنظمة متعددة الأطراف لمراقبة الصادرات، وتبقى اشكالية وضع قوائم للبضائع الاستراتيجية والتي تعتبر ضرورية لعملية المراقبة، سواء على المستوى الدولي أو الوطني قائمة بسبب تباين وتغير السياسات الاقتصادية والأمنية كل بلد. الكلمات المفتاحية: تجارة دولية؛ بضائع استراتيجية؛ الرقابة على الصادرات؛ الوجهة المشروعة؛ المستهلك النهائي.
