أثر تنفيذ سياسات التشغيل على الأداء الحكومي في الجزائر

الملخص
تركز هذه الدراسة على العلاقة الرابطة بين نجاح تنفيذ سياسات التشغيل وكذا نجاح الأداء الحكومي ككل في الجزائر نظراً لما يكتسيه موضوع الشغل لدى الرأي العام ونظراً لترابط الانفاق الحكومي بهذا الملف، فمن خلال ذلك فقد تم تدعيم سياسة التشغيل بترسانة قانونية شاملة للتخفيض من نسبة البطالة وكذا بالعديد من الهيئات المكلفة بدعم هذه سياسة، ومن خلال الهياكل الوزارية والمركزية أو حتى المحلية المكلفة بضبط وتنظيم سوق العمل يتبين بأن كل القطاعات الوزارية لها ذات المسؤولية في إدراج أولوية كبيرة لملف التشغيل ضمن كل نفقاتها العمومية مما يستدعي بدعم فكرة قيام المسؤولية السياسية على الحكومة ككل في مثل هكذا ملفات. This study focuses on the relationship between the success of the implementation of employment policy, as well as the success of government performance as a whole in Algeria, given the public opinion of the issue of employment, and given the correlation of government spending with this file. Through this, the employment policy has been supported by a comprehensive legal arsenal to reduce the unemployment rate, as well as by many bodies charged with supporting this policy. Through the ministerial, central or even local structures charged with controlling and regulating the labor market, it becomes clear that all ministerial sectors have the responsibility to include a high priority for the employment file within all their public expenditures, which calls for support for the idea of political responsibility on the government as a whole in such files.
