الملخص
تحاول هذه الدراسة تبيان مدى فعّالية السياسات الأوروبية في احتواء أزمتي الهجرة واللجوء والحد منهما في المتوسط بعد سنة 2011 التي شهدت انطلاق ثورات الربيع العربي، هذا ما أدّى إلى تصاعد لافت للنظر في أعداد المهاجرين وطالبي اللجوء نحو أوروبا، وفي ظل هذا الوضع، تبنت المفوضية الأوروبية والبرلمان الأوربي العديد من السياسات لمواجهة هذا التدفق الكبير للمهاجرين وطالبي اللجوء. وبعد عمليتي الوصف والتحليل، توصلت هذه الدراسة إلى نتيجة أساسية مفادها أنّ السياسات التي اعتمدتها مؤسسات الاتحاد الأوروبي في مواجهة أزمتي الهجرة واللجوء بعد سنة 2011 هي سياسات متناقضة تفتقر للمسؤولية المشتركة مما جعلها عاجزة فعلياً عن تحقيق الهدف المنشود. Abstract: This study attempts to show the effectiveness of European policies in containing and limiting the migration and refugee crises on average after the year 2011, which witnessed the outbreak of the Arab Spring revolutions, which led to a remarkable escalation in the number of migrants and asylum seekers towards Europe. The European Parliament has many policies to counter this large influx of migrants and asylum seekers. After the description and analysis processes, this study reached a basic conclusion that the policies adopted by the European Union institutions in the face of the migration and refugee crises after 2011 are contradictory policies that lack joint responsibility, which made them effectively unable to achieve the desired goal. .
