الملخص

تزايد الاهتمام بالتعليم عن بعد Distance Learning في البلدان المتقدمة و العديد من الدول النامية ليصبح جزءاَ من أنظمة التعليم فيها لما تمتلكه من قوة يمكن أن تساهم في دفع عجلة التنمية الاقتصادية والاجتماعية، و قد نبع ذلك الاهتمام العالمي بهذا النوع من التعليم بسبب التطورات الهائلة التي حدثت في مجال تكنولوجيا المعلومات والاتصال، و بسبب الحاجة الملحّة لتحديث مهارات الكوادر البشرية العاملة من جهة أخرى. وقد عرفت الدول الغربية والعربية بما فيها الجزائر هذا النمط من التعليم مع دخول الانترنت وإتاحتها للمؤسسات والأفراد لاستعمالها في الأغراض الاجتماعية والتعليمية، وهذا رغم بعض الصعوبات التي واجهتها خاصة الصعوبات التقنية والصعوبات المادية والبشرية، إلا أن هذه الدول استطاعت خوض هذه التجربة للنهوض بقطاع التعليم وتحقيق التنمية المستدامة ومواكبة التطور. وعليه تهدف هذه الورقة البحثية إلى معرفة أهمية التعليم عن بعد ومعرفة بعض النماذج العالمية الرائدة فيه، وتسليط الضوء على التجربة الجزائرية، مع التركيز على أهم الصعوبات التي واجهتها وتقديم أهم الاقتراحات لمواكبة الدول المتطورة في هذا المجال. Interest increased in distance education has increased in developed countries and many developing countries, to become part of their education systems because of the strengths they possess that can contribute to advancing economic and social development, this stemmed from the global interest in this type of education because of the tremendous developments that have occurred in the field of information and communication technology, and because of the urgent need to update the skills of working human cadres on the other hand. Western and Arab countries, including Algeria, have known this type of education with the introduction of the Internet and its availability for institutions and individuals to use for social and educational purposes, and this despite some of the difficulties they faced, especially technical difficulties and material and human difficulties, however, these countries were able to go through this experience to advance the education sector, achieve sustainable development and keep pace with development. Accordingly, this research paper aims to know the importance of distance education and to know some of the leading global models in it, and to shed light on the Algerian experience, with a focus on the most important difficulties it has faced and to present the most important proposals to keep pace with developed countries in this field.
