الملخص
ملخص المقالة: إن الطابع العام والشمولي للسياسة يجعل أمر اختيار تمظهرات حكامتها يفترض استحضار مختلف النواحي والمجالات التي تهم صلاحيات واهتمامات السلطات العمومية.ومع ذلك فإننا سنحاول قصر هذه التمظهرات على جانب أولي يرتبط بالتمثيل السياسي أي البرلمان الممثل للإدارة العامة والذي تعتبر تقوية دوره مدخلا لاغنى عنه لكل تحول سياسي مأمول. ولا يقل القضاء أهمية عن ذلك فالحرص على تطبيق القانون وتكريس دعائم دولة الحق والقانون تعد من أهم المسائل التي تقوم عليها الحكامة المعاصرة ، وباعتبار دستور 20 يوليو 1991 شكل مرحلة ومسار جديد في تاريخ موريتانيا فإن دراسة الظواهر البارزة في حيثياته تجعل من التركيز على الحكامة البرلمانية والقضائية سمتين جديرتين بالدراسة والبحث في إطار التحليل النقدي والاستقراء الواقعي لحصلية ثلاثين سنة من الممارسة والعمل بهذا الدستور. الكلمات المفتاحية: الحكامة ، البرلمان ، القضاء ، دولة الحق والقانون Manifestations of parliamentary and judicial governance, in the light of the Constitution of July 20, 1991 Analytical critical study of content and practice.
