الجامعة الجزائرية بين مطلب الجودة وإشكالية العلاقة مع المحيط

الملخص
البحث هذا حاولنا من خلاله تفكيك إشكالتين أساسيتين تعترضان أداء ودور الجامعة اليوم، سواء على مستوى بنيتها الداخلية من حيث أدائها ومخرجاتها، أو على مستوى قيادتها واستثمارها في المحيط الخارجي، الاجتماعي منه والاقتصادي خصوصا، وفي سبيل تحقيق ذلك والبحث فيه حاولنا المقاربة بين المتغيرات الثلاثة (الجامعة، الجودة، المحيط،) وقد مكننا ذلك من تفكيك البحث على عدد من الأبعاد والمؤشرات، التي انتهينا بعد تحليل نتائجها إلى الوقوف عند عدد من الخلاصات المهمة، والتي أكدت تعدد وتعقد مشاكل الجامعة الجزائرية على مستوى مخرجاتها رغم المحاولات بإصلاح الاصلاح وتطبيق نظام ضمان الجودة بعد سنة ،2008هذا انعكس بدوره وساهم في تعميق أزمة العلاقة بين الجامعة ومحيطها السوسيو اقتصادي خصوصا، وفي النقطة الأخيرة من البحث حاولنا تقديم رؤية علمية ممكنة لإصلاح جاد وعميق وبشراكة بين جميع الفاعلين، ويمس الجامعة الجزائرية على مستوى بنيتها وأطرها وبرامجها وعلى مستوى نظام الجودة عموما وكذا أدائها وأدورها وتأثيرها في محيطها بتنوعاته واختلافاته. In this research we tried to dismantle two fundamental problems that hinder the performance and role of the university today, both at the level of internal structure in terms of performance and output and at the level of leadership and investment in the external environment, social and economic in particular. In order to achieve this research we tried to approach the three variables (university, quality, and environment). This has enabled us to dismantle research on a number of dimensions and indicators, in which we finished after analyzing the result to stand up at a number of important conclusions, and thus confirmed the multiplicity and complexity of the University of Algerian’s problems at the level of output; despite attempts to reform the reformation and to apply the quality assurance system after the year 2008. This was reflected in itself and contributed to the deepening of the relationship between the university and its surrounding socio-economic, especially the crisis. In the last point of this research we have tried to provide a scientific vision possible to repair a serious and deep partnership between all activists. It concerns the Algerian university both at the level of its frameworks and programs, and also at the level of the overall quality system as well as its performance, their impact and influence in the surrounding diversity, and differences.
