الملخص
في ظل التطورات المتلاحقة، أصبح من الضروري للدولة أن تستثمر التقنيات الخاصة بالاتصالات في تطوير منظماتها ووسائل وأشكال تقديمها للخدمات العامة،ومن هنا تأتي أهمية بحثنا، في تأصيل فكرة الحكومة الإلكترونية المنظمة العامة الإلكترونية وتبعنا المنهج الوصفي وكذا المنهج التحليلي ومن أهم نتائج اقترحنا استخدام مصطلح المنظمة العامة أو الإدارة العامة الإلكترونية و ضرورة كل من الإصلاح الإداري و التشريعي للأجهزة، لنجاح التحول إلى تطبيق تلك الإدارة الإلكترونية،وأن قضية التحول هي قضية إدارية في المقام الأول قبل أن تكون مجرد قضية فنية ، هي قضية إصلاح جذري للموظفين والقيادات والأنظمة والمفاهيم الإدارية، و مراجعة الأطر التشريعية التقليدية وتنقيتها، واستنباط قواعد قانونية جديدة تماماً. Abstract: In light of the successive developments, it has become necessary for the state to invest in communication technologies in the development of its organizations and the means and forms of providing public services, hence the importance of our research, in rooting the idea of e-government and the electronic public organization We followed the descriptive approach as well as the analytical approach. Among the most important results, we suggested the use of the term general organization or electronic public administration and the necessity of both administrative and legislative reform of the devices, for the success of the transition to the application of that electronic management, and that the issue of transformation is an administrative issue in the first place before it is just an issue Technical, it is an issue of radical reform of employees, leaders, systems and administrative concepts, reviewing and purifying traditional legislative frameworks, and devising completely new legal rules..
