التمويل الإسلامي المستدام لأبعاد التنمية المستدامة- حالة الصكوك الإسلامية في ماليزيا

الملخص
تتمثل أهمية هذا البحث في كونه يهدف إلى توضيح مفهوم كل من التمويل الإسلامي المستدام وكذا التنمية المستدامة من منظور إسلامي، من خلال تناول أبعادها ومتطلباتها، إضافة إلى بيان دور الصكوك الإسلامية وكفاءتها في تمويل الأبعاد المختلفة للتنمية المستدامة. كما يهدف أيضا، إلى توضيح استخدامات الصكوك الإسلامية كأداة مستدامة في تمويل أبعاد التنمية المستدامة من خلال التطرق إلى أنواعها واستخداماتها التنموية في التجربة الماليزية. وقد خلص البحث إلى أن التمويل الإسلامي تمويل مستدام يلائم تحقيق كافة أبعاد التنمية المستدامة، إذ يعتمد على أدوات مالية قائمة على مبادئ مستمدة من الشريعة الإسلامية تضمن كفاءتها وقدرتها على تحقيق استدامة التمويل. كما تم التوصل إلى أن الصكوك الإسلامية استخدمت في ماليزيا لتمويل المشاريع التنموية، الاقتصادية، الاجتماعية إضافة إلى المشاريع البيئية، وبالتالي المساهمة في تحقيق كافة أبعاد التنمية المستدامة. :Abstract The importance of this research is that it aims to clarify the concepts that are related to the Islamic finance as sustainable financing as well as sustainable development from an Islamic perspective, by examining its dimensions and requirements. in addition to explaining the role of Islamic instruments and their efficiency in financing the various dimensions of sustainable development. It also aims to clarify the uses of Islamic Sukuk as a sustainable tool in financing the dimensions of sustainable development by examining their types and their developmental uses in the Malaysian experience. The research concluded that Islamic finance is a sustainable financing appropriate to achieve all dimensions of sustainable development, as it relies on financial tools based on principles derived from Islamic law that guarantee their efficiency and their ability to achieve sustainable financing. It was also concluded that Islamic bonds were used in Malaysia to finance developmental, economic and social projects in addition to environmental projects, thus contributing to achieving all dimensions of sustainable development.
