تصور مقترح لتطوير كفاءة المكتبيين في مكتبة جامعة باجي مختار عنابة في ضوء مفهوم إدارة الجودة الشاملة

الملخص
إن قضية إدارة الجودة وتوكيدها في قطاع المكتبات أصبحت هاجسا للمهتمين بهذا القطاع الفعال ،فبالرغم من الجهود المبذولة لتطوير مخرجات قطاع المكتبات ومراكز المعلومات إلا أن هناك العديد من التساؤلات التي تطرح حول نوعية وأداء هذه المخرجات.لذا كان لزاما على المكتبات ومراكز المعلومات عامة ،والمكتبات الجامعية بصفة خاصة أن تتبنى أنظمة إدارية جديدة تتسم بالنوعية والكفاءة وأن تضع برامج تكوينية لإعداد المكتبيين المتخصصين إعدادا مهنيا يتصف بالكفاية والجودة لتقديم أفضل الخدمات المكتبية الفنية منها والعلمية .ولأهمية الجودة الشاملة في المكتبات الجامعية،تعتبر تجربة مكتبة جامعة باجي مختار عنابة في محاولة تطبيق هذا المفهوم حديثة النشأة ،تحتاج إلى تكاثف جميع المسؤولين في القطاع . من هذا المنطلق وتمهيدا لتوفير أفضل الشروط الكفيلة لتطبيق إدارة الجودة الشاملة وضمان تحقيقها في المكتبات الجامعية،جاءت هذه الدراسة الوصفية لتسلط الضوء على مجموعة المعوقات التي يمكن أن تحول دون تطبيق مفهوم إدارة الجودة الشاملة من خلال وضع تصور مقترح لتطوير كفاءة المكتبيين العاملين في قطاع المكتبات الجامعية من خلال معرفة واقع المكتبة المركزية لجامعة باجي مختار عنابة.ومن بين أهم النتائج المتوصل إليها أن نقص في الميزانية الذي يشكل عائقا يمكن حله بالاستثمار في ما هو موجود ولو بأبسط الإمكانيات للتمكن من تحقيق ولو حد أدنى من الجودة. مع ضرورة التنوع في تقديم الخدمات المكتبية سواء المباشرة أو غير المباشرة،بالإضافة إلى قلة الكادر البشري المؤهل الذي يشكل أهم معوقات تحقيق الجودة بالمكتبة محل الدراسة مع عدم تطبيق معايير الجودة مما فتح الطريق لظهور العديد من المشاكل التي يصعب حلها.كما أن الوعي بالجودة ومقومات تحقيقها مع طغيان الفكرة التقليدية بأن النجاح في تحقيق الجودة يتطلب إمكانيات هائلة و ضخمة جعلت فكرة تحقيقها أمر في غاية الصعوبة . Abstract: The issue of quality management and emphasis in the library sector has become an obsession for those interested in this effective sector, despite efforts to develop the outputs of the library sector and information centers, but there are many questions raised about the quality and performance of these outputs. Therefore, libraries, information centers in general, and university libraries in particular had to adopt new management systems of quality and efficiency and develop training programs to prepare specialized librarians professionally sufficient and quality to provide the best technical and scientific office services. And the importance of overall quality in university libraries, the experience of the Library of The University of Badji Mokhtar Annaba in trying to apply this concept is newly emerging, needs to condense all officials in the sector. n order to provide the best conditions for the application of comprehensive quality management and ensure its achievement in university libraries, this descriptive study highlights the range of obstacles that can prevent the application of the concept of comprehensive quality management by developing a proposed vision for the development of the competence of librarians working in the university library sector by knowing the reality of the Central Library of Badji University Mokhtar Annaba. One of the most important findings is that a budget shortfall, which is an obstacle, can be solved by investing in what exists, even with the simplest possibilities, to be able to achieve even a minimum quality. With the need for diversity in the provision of office services, whether direct or indirect, in addition to the lack of qualified human staff, which is the most important obstacle to achieving quality in the library in question with the failure to apply quality standards, which opened the way for the emergence of many problems that are difficult to solve.
